There are "AI super computers" connected to three letter agencies/Big Tech all around the globe. Part of China that is working with the Alliance is sharing information to dismantle this technology. Since human/Terran companies own this tech, it is the humans (Alliance) responsibility to dismantle it, not the alien (Federation) military. Val Nek describes some of the Federation's security/monitoring technology and his friend helping to train engineers on the moon to operate this advanced technology. Part of operating this technology requires an elevated consciousness. We are not there yet, but getting there!
